- Sep 21, 2018-

Today, the media briefing session jointly held by the Municipal Government Information Office, the Municipal Housing Construction Committee and the Municipal Housing Management Bureau revealed that 204 houses in Shanghai have completed the installation of elevators through the consultation of residents, and 47 units have been completed and are under construction. 29 units.

In the next step, Shanghai will consider appropriate adjustments to relax the threshold for opening, and the proportion of residents who will install the elevator building will be relaxed from 90% to two-thirds, but the residents will be explicitly opposed to the terms of the opposition, and the opinions of residents with clear opposition will be in the community. Negotiated and resolved in the negotiation platform. At the same time, it will further simplify the optimization and approval process, improve the policy system, and accelerate the promotion of the installation.

    Policy support is constantly increasing

Shanghai's multi-storey residential buildings without elevators are large in size and large in number. In 2011, the city issued the “Guiding Opinions on Adding Elevators for Existing Multi-Storey Buildings in the City”, and launched a pilot project to add elevators to multi-storey residential buildings.

Since the launch of the pilot project for the addition of elevators for multi-storey residential buildings in 2011, policy support has been continuously increased, and the role of grassroots self-governing organizations and third-party organizations has been continuously exerted. From 2013 to 2015, the relevant departments issued a series of policies to support the installation of elevators. At the end of 2016, the “Notice on the Approval of Construction of Elevated Construction Management for Existing Multi-storey Residential Buildings in the City” was issued, which reduced the original 46 examination and approval items to 15 and simplified the time limit for approval and the submission of data. At the same time, the “Guidelines for the Construction of Existing Multi-Storey Residential Elevators” was compiled to facilitate residents' application and operation.

Since the pilot was launched, 204 houses in the city have completed the project of installing elevators through the consultation of residents. 47 projects have been completed and 29 are under construction.

The next step is to focus on five aspects of work.

The first is to build a platform for consultation and promote the will of residents to form a consensus. Set up a community consultation platform, give full play to the coordination and consultation of the grassroots organizations at the grassroots level and lead the party building, balance the interests of all parties involved in the installation of elevators, and enable the people with different opinions to fully express their opinions and suggestions, and form the largest common denominator of negotiation and unification, thus promoting the whole market. The installation of elevators is carried out in depth.

Considering the appropriate adjustment of the relaxation threshold, the proportion of residents who will install the elevator building will be relaxed from 90% to two-thirds, but the no-resident clearly objection clause will be retained, and the opinions of residents with clear opposition will be negotiated in the community consultation platform. solve.

The second is to promote a acceptance, further simplifying the optimization approval process. Continue to optimize the approval process for existing multi-storey residential elevators, simplify the submission of materials, and the time limit for curing approval; implement the “one-door acceptance”, “one-network operation” and “only one-time operation” of elevators to facilitate the residents. work.

The third is to summarize the pilot experience and further improve the policy system. Promote power supply, water supply, drainage (sewage), communications and other departments to support the installation of elevator projects in terms of procedures and charging standards.

The fourth is to adhere to multiple measures and accelerate the promotion of the installation. On the basis of the residents' consensus reached, the completion of fund raising and the signing of relevant agreements, the old housing comprehensive transformation and implementation unit will be entrusted to implement the installation of elevators for existing multi-storey houses. At the same time, the role of technical services of industry associations and social organizations will be brought into play, and the construction of elevator installation and construction units will be fostered.

The fifth is to implement maintenance and maintenance management to ensure long-term operation. Supervise the property service enterprises to cooperate with the owners and relevant departments in the early stage of installing elevators to provide information and plan for the installation of elevators. It is clear that after the elevator is delivered and used, the elevator maintenance unit and the property service enterprise shall implement the responsibility for elevator maintenance and use safety management according to the regulations and the entrusted contract.
